Assemblymember Greg Wallis Introduces Bill to Increase Transparency in California’s Legislative Process

Sacramento, CA – Assemblymember Greg Wallis (R-Bermuda Dunes) today introduced AB 2063, a straightforward measure to make position letters submitted on bills more accessible to the public. The bill would require letters filed through the Legislature’s online portal to be posted electronically alongside other bill information, beginning with legislation introduced in the 2027–28 Regular Session. 

Position letters from organizations, unions, businesses, and advocacy groups play a key role in informing lawmakers about the potential impacts of proposed laws. By making them publicly available in one central, easy-to-access location, AB 2063 would give Californians clearer insight into who is weighing in on legislation that affects their daily lives. This commonsense step builds on the state’s existing system for sharing bill texts, histories, analyses, and votes, helping to foster greater public understanding and participation. 

“Californians expect their government to operate openly and accountably,” said Assemblymember Wallis. “This bill is about basic transparency: letting people see the input that shapes our laws while protecting sensitive personal information. It’s a practical reform that strengthens trust in the process without adding unnecessary burdens or costs.” 

AB 2063 is designed as a nonpartisan, low-cost improvement to public access and should have bipartisan appeal to legislators who value an informed electorate and responsible governance.
